St. Lucie County Housing Finance Authority (HFA)
Developers Request for Local Government Contribution

The St. Lucie County HFA is accepting requests from developers for a local government contribution in the form of a 0% interest deferred loan in the amount of $20,000 to be forgiven after a period of fifteen (15) years. This local government contribution is meant to satisfy the requirements outlined in RFA-2017-111 Housing Credit Financing for Affordable Housing Development Located in Medium and Small Counties issued by the Florida Housing Finance Corporation (FHFC).

All requests to the St. Lucie County HFA will be due no later than November 6, 2017 at 2:00PM in the form of a dated and signed cover letter on company letterhead, along with the Local Government Verification of Contribution-Loan Form, a location map, description, and visual rendering depicting the project. Requests should be submitted to the following location:

The St. Lucie County HFA will issue a maximum of no more than three (3) commitments for local government contribution during the RFA open period. Should more than three (3) requests be submitted, the Board will review and determine which three (3) shall receive a commitment. Notification of selection shall be issued no later than November 10th.

Notice of Funding Availability (NOFA)

PLEASE NOTE THIS PROGRAM IS OPEN ONLY TO RESIDENTS OF UNINCORPORATED ST. LUCIE COUNTY. 

 St. Lucie County will receive an allocation of SHIP in the amount of $314,124 during Fiscal Year 2017/2018 to assist residents in unincorporated St. Lucie County whose income does not exceed 80% of Area Median Income (AMI).

Applications for the following strategies will be accepted while funding is available. 

Emergency Repair

Applications will be accepted starting Tuesday October 10, 2017. The last day to submit an application will be Friday October 20, 2017. Applicants must meet the following criteria:

  • The property must be located in unincorporated St. Lucie County;
  • The Property taxes and mortgage must be current;
  • The home must be homestead exempt at the time of application;
  • Eligible repairs include, but are not limited to: damaged roofing that is actively leaking, damaged windows causing exposure to the elements, sewage backup, electrical or plumbing problems that cause damage to the home or is an immediate health hazard to the occupants, HVAC replacement with documentation from a physician that it is medically needy;
  • Funds may also be awarded to pay insurance deductibles directly to the insurance company for any emergency repairs covered by the homeowner’s insurance policy;
  • Applicants must have the need for an immediate repair;
  • Funding may not be utilized for manufactured housing.

Disaster Mitigation

Applications for this strategy will only be taken between October 10, 2017 and November 30, 2017 following a disaster as declared by Executive Order by the President of the United States or Governor of Florida. Funding may be used for items such as, but not limited to:

  • The purchase of emergency supplies for eligible households to weatherproof damaged homes;
  • Interim repairs to avoid further damage;
  • Tree and debris removal;
  • Construction of wells or repairs to existing wells where public water is not available;
  • Payment of insurance deductibles for rehabilitation of homes covered under homeowners insurance policies;
  • First and last month rent, as well as security deposits for eligible recipients who have been displaced from their homes due to disaster;
  • Funding may not be utilized for manufactured housing.

Applicants will be assisted on a first qualified, first complete basis. Funding is dependent upon availability. Applying for assistance does not guarantee assistance will be granted. For more information on applying for assistance, please contact:
